Kentucky lets its cities and counties tax car insurance premiums, and the rate depends on where your car is kept. For 2026-27, local premium tax rates on car insurance run from 2% in Bowling Green to 16% in Catlettsburg among the cities that charge one, according to the Kentucky Department of Insurance. Louisville Metro and Lexington charge 5%, the most common rate, and insurers also collect a 1.8% state premium surcharge on car insurance.

When your insurer charges the tax, your policy or bill must show the amount and the city or county it goes to. On a $1,000 premium, a 5% rate adds $50 and Covington’s 12% adds $120. Some places charge nothing: Independence has no local premium tax on car insurance, and Russell’s tax doesn’t apply to it.

In Louisville, Metro’s 5% covers all of Jefferson County, but several dozen small cities inside the county charge their own rates. Where a city’s rate is higher, that’s the rate you pay: Jeffersontown charges 7% and Shively 12.5%. So a Louisville mailing address doesn’t settle it. The tax follows the place where your car is kept.

How to Check the Local Tax on Your Car Insurance Bill

  1. Find the tax line. Under KRS 91A.0810, when your insurer charges the tax, your policy, declarations page, renewal notice or bill must show the amount and the jurisdiction it’s paid to.
  2. Match it to where your car is kept. If you live outside city limits, only a county tax, if any, should apply. A Louisville mailing address, for example, can belong to Louisville Metro or to one of the smaller cities inside Jefferson County.
  3. Ask for a refund if you were overcharged. Under KRS 91A.0804, mail your insurer a refund or credit request by certified mail, return receipt requested, with your name, the address where your car is kept, the dates of coverage, the tax you paid and the amount overpaid. If it doesn’t refund or credit you within 90 days, you have 30 days to ask the Kentucky Department of Insurance to review it. Requests have a two-year deadline tied to insurers’ annual tax filing.
  4. Update your address when you move. The new rate applies from the date your policy changes, and moving across a city line can raise or lower the tax.
