Full coverage in Cumberland averages $1,875 a year, or about $156 a month, for our benchmark driver. Liability-only coverage at 20/40/15 limits averages $726 a year ($61 a month), and 50/100/50 liability with comprehensive and collision averages $1,860 ($155 a month).
Allstate is far more expensive than the other insurers here: its full-coverage average of about $279 a month is 2.1 times the average of the other five. We keep it in our averages because it’s a rate the insurer filed with state regulators; without Allstate, the Cumberland average would be about $132 a month.

USAA averages even less, at $98 a month, but it sells only to military members, veterans and their families. Four of the seven published 2026 statewide Maryland rate studies we reviewed rank GEICO cheapest for full coverage, apart from USAA, and the other three each put a different insurer first. For liability-only coverage at 20/40/15 limits, Erie has the lowest average among these five insurers that are among insurers anyone can buy from, at about $35 a month, with GEICO close behind at $37. USAA comes in even lower, at about $25 a month, but it sells only to military families.

Raising liability limits from 50/100/50 to 100/300/100 barely changes the average in our Cumberland data: with the same $500 deductibles, full coverage averages $1,875 a year and 50/100/50 averages $1,860. The full-coverage package doubles the per-person injury limit, triples the per-crash limit and doubles the property damage limit, and it raises uninsured and underinsured motorist coverage to 100/300. Allstate and Erie charge less for 100/300/100 than for 50/100/50 for our benchmark driver.
Not for our benchmark driver. Comparing the five insurers that are in both sets of rates, in the same Cumberland ZIP code, their full-coverage average fell from $1,727 a year nine months earlier to $1,581 in rates as of Aug. 31, 2026, an 8.5% drop. Erie cut its Cumberland average 13.3%, Progressive 13.2% and State Farm 11.3%, while USAA raised its average 1.3%; GEICO’s average was unchanged. Allstate is new in our rates over the past nine months, so it’s left out, which is why these averages differ from the Cumberland average above. Liability-only coverage at 20/40/15 limits fell 2.9%, led by USAA, which cut its liability-only average 17.8%.
Cumberland’s price matches Allegany County’s, which averages $1,869 a year for full coverage in our data, the third-least expensive of Maryland’s 24 jurisdictions.
Liability-only coverage is especially cheap here. Cumberland’s average of about $61 a month at 20/40/15 limits is the lowest of the eight Maryland cities we publish a guide for, and of the 178 places we price, only Frostburg is lower. Erie has the lowest liability-only average here among insurers anyone can buy from, about $35 a month. Where your car is kept is one of the factors Maryland insurers use, so neighboring towns can be priced differently.

Since July 1, 2024, new Maryland policies also include enhanced underinsured motorist coverage, which pays on top of the at-fault driver’s insurance, unless you turn it down in writing. The liability-only prices on this page use 20/40/15 limits, below that minimum. Our Maryland requirements guide covers your PIP choices and the penalties for letting your coverage lapse.

Coverage requirements come from Maryland law and the Maryland Insurance Administration. We refresh these figures when new rate data is released.
