Two of the others put Erie Insurance first and one NYCM Insurance. Raising liability limits from 50/100/50 to 100/300/100 adds about $87 a year on average in our Rochester data, with the same $500 deductibles. That’s about $7 a month for double the per-person injury limit, three times the per-crash limit and double the property damage limit, and the full-coverage package also raises uninsured and underinsured motorist coverage to 100/300. Allstate and Progressive charge less for 100/300/100 than for 50/100/50 for our benchmark driver.
Not for our benchmark driver. Comparing the same insurers in the same Rochester ZIP codes, full coverage averaged $2,233 a year nine months earlier and $2,179 in rates as of Aug. 31, 2026, a 2.4% drop. Most of that came from Progressive, which cut its Rochester average 20.0%; the other four insurers’ average fell 0.6%. Allstate cut its average 3.7% and Travelers raised its 1.0%, while GEICO’s and State Farm’s averages were unchanged. Liability-only coverage at 25/50/10 limits fell 5.0%, led by Allstate, which cut its liability-only average 9.8%.
Monroe County averages $2,106 a year for full coverage in our data, the 15th-least expensive of the 59 New York counties we price. Towns east of the city with their own mailing addresses cost less: Penfield (14526) averages about $156 a month, Fairport $158 and Webster $160.
Inside the city, 14613 averages about $224 a month, about $64 more than 14625, a Rochester-address ZIP code in Penfield. Insurers price New York by rating territory as well as by driver and car, so neighboring communities can be priced differently.

Insurers must file their rates and rating rules with each state’s insurance regulator. Quadrant Information Services uses those filings to calculate what each insurer would charge a specific driver, and InsuranceQuotes analyzes those prices. This page uses rates in effect on Aug. 31, 2026.
Coverage requirements come from New York law and the New York State Department of Financial Services. We refresh these figures when new rate data is released.

In our Rochester data, full coverage (100/300/100 with $500 deductibles) averages about $182 a month and liability-only coverage at 25/50/10 limits about $89, a difference of about $93 a month ($1,111 a year). Liability-only coverage won’t pay to repair or replace your own car after a crash, a theft or a storm. New York law doesn’t require full coverage, but a lender or leasing company may.
Drivers in Rochester must carry New York’s minimums: liability coverage of $25,000 per person and $50,000 per crash for injuries ($50,000 and $100,000 when someone dies) and $10,000 for property damage, $50,000 per person in no-fault coverage and uninsured motorist coverage at the same 25/50 injury limits. New York is a no-fault state for injuries, so your own policy pays your medical bills and lost earnings up to that limit, whoever caused the crash.
