For a 40-year-old driver with a clean record, Portland car insurance averages about $198 a month ($2,381 a year) for full coverage, based on the rates insurers had filed with state regulators as of Aug. 31, 2026. That’s 14% above the Oregon average of $173 a month. State Farm has the lowest full-coverage average among the four major insurers we compared (GEICO, Progressive, Safeco and State Farm), at about $162 a month.
Portland costs more than the Oregon average for our benchmark driver, and Multnomah County is the most expensive of the 30 Oregon counties we price. Our driver pays about $25 a month more here than the state average and about $54 a month more than in Eugene.

Full coverage at 100/300/100 limits costs a little less on average than 50/100/50 in our Portland data: $2,381 a year compared with $2,417, with the same $500 deductibles. The full-coverage package doubles the per-person injury limit, triples the per-crash limit and doubles the property damage limit, and it raises uninsured and underinsured motorist coverage to 100/300. GEICO and Safeco charge less for 100/300/100 than for 50/100/50 for our benchmark driver.

Comparing the same insurers in the same Portland ZIP codes, full coverage averaged $2,339 a year nine months earlier and $2,381 in rates as of Aug. 31, 2026, a 1.8% increase. Safeco cut its Portland average 7.3% and State Farm 2.8%, while Progressive raised its average 24.7%; GEICO’s average was unchanged. Liability-only coverage at 25/50/20 limits rose 8.0%, led by Progressive, which raised its liability-only average 46.4%.
Multnomah County averages about $205 a month for full coverage in our data, the highest of any Oregon county. Clackamas County averages $188 and Washington County $177.
Suburbs west and south of the city cost less: Beaverton averages about $179 a month, Hillsboro $172 and Lake Oswego $168. Gresham, east of Portland in Multnomah County, costs more, at $217. Where you live is one of the factors Oregon insurers use, so neighboring cities can be priced differently.
