For a 40-year-old driver with a clean record, Norfolk car insurance averages about $214 a month ($2,567 a year) for full coverage, based on the rates insurers had filed with state regulators as of Aug. 31, 2026. That’s 4% below the Nebraska average of $224 a month. Progressive has the lowest full-coverage average of the four insurers we price, at about $125 a month.
Norfolk is priced a little below average for our benchmark driver: about $10 a month less than the Nebraska average and about $25 a month less than Omaha.

Full coverage in Norfolk averages $2,567 a year, or about $214 a month, for our benchmark driver. Liability-only coverage at Nebraska’s 25/50/25 minimum averages $485 a year ($40 a month), and 50/100/50 liability with comprehensive and collision averages $2,493 ($208 a month).
Progressive has the lowest full-coverage average among the four insurers in our Norfolk rate data. The published 2026 statewide Nebraska rate studies we reviewed don’t agree on the cheapest insurer for full coverage. Of the seven that price it, two put Farmers Mutual of Nebraska first and two GEICO, apart from USAA, which sells only to military families, and the other three name other insurers. Farmers Mutual of Nebraska is first or second in all five that include it. For liability-only coverage at 25/50/25 limits, Progressive has the lowest average among the insurers we price, at about $22 a month, with Farmers Mutual of Nebraska close behind at $23.

Your ZIP code matters
Raising liability limits from 50/100/50 to 100/300/100 adds about $74 a year on average in our Norfolk data, with the same $500 deductibles. That’s about $6 a month for double the per-person injury limit, three times the per-crash limit and double the property damage limit, and the full-coverage package also raises uninsured and underinsured motorist coverage to 100/300. Allstate charges less for 100/300/100 than for 50/100/50 for our benchmark driver.
Not for our benchmark driver. Comparing the same insurers in the same Norfolk ZIP code, full coverage averaged $2,770 a year in rates as of Nov. 30, 2025, and $2,567 as of Aug. 31, 2026, a 7.3% drop. Progressive cut its Norfolk average 22.2% and Farm Bureau Financial Services 16.2%, while Allstate raised its average 7.0%; Farmers Mutual of Nebraska’s average was unchanged. State Farm’s latest rates are from November 2025, so it’s left out of this comparison. Liability-only coverage at 25/50/25 limits fell 1.4%, led by Progressive, which cut its liability-only average 16.6%.
